**A new doggy daycare center has arrived in downtown Jersey City. The Executive Dog Lounge is designed to look like a posh apartment complete with HDTV and plush sofa. The daycare center caters to small dogs only and takes no more than 18 dogs at a time. Rates start at $49 for a single day, $399 for 10 days, and $739 for 20 days. **A New York-based shipper has requested to install a commercial buoy in the Hudson River near Liberty State Park. The mooring station would be used to moor barges half the size of a football field. Mayor Steven Fulop has rejected the plan calling the park a “special asset” to the city. —NJ.com
