**City officials will vote this evening on whether or not to turn a 2-acre space behind the Loew’s Theater — currently a parking lot and garage — into residential high-rises and arts facilities. The city would allow the developers to exceed the 37-story height max on each building in exchange for cultural arts facilities in the high-rises. A fifth low-rise building would house restaurants and other retail. The city is also planning on an amphitheater, dog run, and playground near Van Reipen Avenue. —NJ.com

**A French cafe is opening in the former Tommy Two Scoops storefront at 177 York Street. Per Jersey City Eats, Vogue Cafe will be a full-scale coffee spot with casual dine-in and take-out service. The cafe has an active Yelp page, but not much else online. —Jersey City Eats
